Prof. Dr. Julio Alberto Kelly

Doctor of Science of Law (J.S.D.), University of Illinois

Dr. Julio Alberto Kelly obtained his law degree at the University of Buenos Aires Law School (1973), and Master of Comparative Law (M.C.L.) (1976) and Doctor of Science of Law (J.S.D.) (1982) degrees at the University of Illinois. He was Visiting Researcher at Harvard Law School (1984 - 1985), Visiting Professor at Louisiana State University Law Center, U.S.A. and Professor of “Latin American Laws and Institutions” in the Summer Law Program of the School of Law of Southwestern University. Dr. Kelly is a member of the American Law Institute.

Dr. Kelly has served as member of the Board of Settlement of Lawsuits against the Republic of Argentina. He advised the Ministry of Finance in the re-negotiation of Argentina’s foreign debt and in the drafting of the Argentine foreign debt-to-equity swap regime in the 1980s.
